One of the simplest solutions would be to impose a law to limit accessibility to guns for those individuals with alcohol and/or substance abuse history, and also those individuals with a restraining order.
You can see below that stats suggest women, who purchased guns for protection are more likely to be a casualty of firearm violence. Most probably because women could be overpowered by men.
When lack of clarity, hot-temper along with factors such as alcoholism, disillusionment takes over, then rational thinking is out of the window.
